The junction is close to the Wild Ken Hill nature reserve.
Lynxbus services 34, 35 and 36 were unable to serve Foreman Close, Heacham and The Grapes at Snettisham.
The AA reported that traffic was building on the road, which remained heavy until the obstruction was cleared and the scene made safe.
It is the second incident to happen in less than a week along the infamous stretch of carriageway which last Sunday took the life of an 18-year-old motorcyclist when crossing an intersection, colliding with an oncoming vehicle.
