Like the Canaries, the League One side beat non-League opposition in the third round with a 4-2 home victory over Aldershot.
The game will be played at Bloomfield Road on the weekend of Saturday, January 27.
The two sides have been drawn together just once before in the competition, back in 1962-63.
City secured a 1-1 draw at Blackpool in the third round, winning the replay 3-1 at Carrow Road two days later. The Canaries went on to reach the quarter-finals.
Blackpool, managed by Paul Grayson, are currently eighth in League One.
