The Canary forward is being chased by Boro' boss Gordon Strachan as he looks set to lose his own star, Adam Johnson, to a Premier League club during the January transfer window.
Hoolahan has allegedly become Strachan's top target as he looks to build a squad capable of challenging for a Championship play-off place.
However, it is claimed any deal may wait until the summer if Johnson does not move this month as he is currently battling against injury.
Despite being �23m in debt, City will be loath to sell the Irishman who has been one of the stars of the season and has been arguably League One's best player as the Canaries have forced their way into an automatic promotion spot.
