Jarvis joins up with fellow academy product Ian Henderson and former Canaries captain Craig Fleming at Millmoor and represents Mark Robins' first signing since taking over as caretaker manager at the club.
The 19-year-old was on loan at Torquay United in February but was recalled by the Canaries after picking up an injury.
It is hoped the Fakenham youngster will gain some much needed first team experience with the Millers having played just once for the City first team this season.
