The 23-year-old midfielder has reached an impasse at West Bromwich, who are prepared to allow him to leave the club.

While talks have yet not reached a formal stage, the EDP understands that City have expressed an interest in bringing Carter in on loan.

Manager Peter Grant has brought in seven new players, plus one on loan, this summer, but says he is still keen to add to his midfield contingent.

Carter is in danger of becoming a bit-part player at The Hawthorns after a stop-start season which was badly hit by niggling injuries.

Baggies boss Tony Mowbray brought in James Morrison from Middlesbrough this week, and, with Southampton's Pele set to follow, Solihull-born Carter could find himself surplus to requirements.

Mowbray signalled his intentions to bring in new midfielders when he made moves to sign Youssef Safri, then with Norwich, earlier this summer, and Carter is in danger of being sidelined.

Carter joined West Brom from Birmingham two years ago for £1.5m. He has a year left on his contract, with the club holding the option for a further 12 months. The Canaries are said to be one of a number of clubs who have expressed an interest in taking Carter on loan.

Carter began his career at Birmingham, hitting the headlines four months after his debut when, at the age of 18, he scored the winning spot-kick in the Division One play-off final penalty shoot-out against the Canaries at the Millennium Stadium in May, 2002.

He made only 19 starts for Albion last season, but still harbours hopes of establishing himself as a first team regular for the new campaign.

"I want to try to get myself as fit as I can and get into the gaffer's plans," he said. "This season I want to be playing regularly. I started about 20 games last season and was on the bench about 20 times, which isn't good enough for me. I want to push on this season and to play from the start."

The Canaries are also rumoured to have given former England youth international Cherno Samba a trial.

Plymouth boss Ian Holloway has placed the 21-year-old on the transfer list and Grant has reportedly made a move for a player, who was courted by Manchester United and Liverpool as a youngster.

The Pilgrims are willing to let the player leave for nothing after Holloway boosted his attacking options over the summer, leaving Samba well down the pecking order.

Holloway said: "He's got another year with us, but I can't see him progressing.

"I have some young lads he is in the way of. If he can't progress I would like him to go somewhere else."
