Award winning gastro pub and hotel proprietors Anthony and Jeanette Goodrich have bought the former probation office building, on Purfleet Quay.
The couple, who run the Bank House hotel and eaterie, on King Staithe Square, plan to turn it into a hotel and cafe bar.
It comes after the historic Purfleet was allowed to empty between tides for surveyors to check if it would be a suitable mooring for a floating restaurant.
Roger Clarke-Payton, who hopes to bring the Merchant Adventurer to Lynn, said talks were ongoing with West Norfolk council.
Both the Goodrichs and Mr Clarke Payton say their plans will bring a boost to the area around the historic Custom House.
