Lawyer Trevor Ivory is the new chairman of North Norfolk District Council (NNDC).
Mr Ivory, 35, was elected at the council's annual meeting this evening and succeeds Lindsay Brettle.
A Conservative councillor for the Scottow ward, he lives in Mundesley Road, North Walsham, with his wife Lisa and their son Alex, seven.
Mr Ivory was the Conservatives' parliamentary candidate for North Norfolk in the 2010 general election when he was defeated by the sitting MP, Norman Lamb.
He is a partner with legal firm Howes Percival, in Norwich, and specialises in planning law. Mr Ivory is also an active member of North Walsham and District Round Table.
The council's new vice chairman is Annie Claussen-Reynolds, who represents the Lancaster North ward. She succeeds Barry Smith.
Mrs Claussen-Reynolds, of Sculthorpe Road, Fakenham, is married to fellow Conservative NNDC member Roy Reynolds.
They own an electrical contracting business in Fakenham.
She is the sister of Paul Claussen, who has just stepped down as chairman of Breckland District Council.
