Forty new homes will be built on the site of a former reclamation yard in Norwich.
Norwich City Council's planning committee today granted permission for a redevelopment scheme for land off Oak Street.
Applicants the Greengrass family were told they could demolish existing buildings on the site and build the homes.
The homes will be a mixture of flats and houses, with a number of four bedroom homes.
Historic England had raised concerns about the height of part of the development, which reaches five storeys at its tallest, while civic watchdog The Norwich Society also had concerns.
Some city councillors were disappointed that only two of the homes will be designated as 'affordable homes'.
But Julie Brociek-Coulton, who represents Sewell ward, said the promised four-bedroom homes were very welcome.
Mark Philpot, agent for the applicants, said it would help to regenerate Oak Street and the application was backed by nearby Moonraker Motorcycles, with the shop sending a letter of support to the council.
