A £600,000 investment in more specialist social workers will see children with disabilities receive earlier help and support.
Norfolk County Council is extending provision for children with moderate disabilities, including Asperger Syndrome and high-functioning autism.
The expanded service aims to provide earlier assessment for children, to help them reach their potential and live ordinary lives in the communities where they live.
James Joyce, cabinet member for safeguarding children, said: 'Our focus across all services is to act much earlier in identifying when children and families need help so that their needs can be met at the first opportunity, to prevent problems from developing or escalating.'
The service will link closely with partners in health and the voluntary sector to ensure that all agencies are working together to look at and meet a child's needs.
