There were chaotic scenes on Yarmouth beach as householders filled sandbags.
Large crowds gathered on the sea front to gather sand amid fears that official supplies would be exhausted. Council officials promised renewed supplies to meet demand.
Residents also queued at the Beach Coach Station to collect sandbags and filled them by hand. Many voluntary filled more than they needed to help other members of the community.
It was thought about 30,000 sandbags would be distributed.
