Drivers travelling towards Great Yarmouth faced delays of up to 40 minutes after two cows 'ended up in the road'.
Long delays were expected along the Acle Straight with an extra 40 minutes of travel on top of normal journey time.
BBC Radio Norfolk reported the delays were due to a cow on the road.
A spokeswoman for Norfolk Police said: "Police were called at 7.25am to Acle New Road to reports of a cow on the Westbound Acle Straight.
"Two cows ended up in the road between Halvergate and Yarmouth causing traffic delays but the incident was resolved by 7.48am."
