These photos show a man appearing to snort cocaine off a wall by the river in Norwich city centre in front of flats and passers-by.

The pictures were taken in The Moorings area off New Mills Yard on Saturday evening by one resident who said she was fed up with anti-social behaviour in the neighbourhood. The woman, who did not wish to be identified, said: 'One man gave the man the drugs and another four people came to join the group. There were people fishing down there and a family walking past.'

She phoned the police when she saw the man appearing to take drugs at around 9pm.

A man was arrested and later charged with possession of cannabis.

A video shows a different man in the group appearing to prepare lines of the substance and then snorting it from the wall.

The woman added: 'I've seen someone injecting heroin at the back of my house. We've also found needles and drug paraphernalia outside the back of the house. We had a clear-up the other day and there were needles there.'

But she said it is the first time she has seen people appearing to take cocaine so brazenly in the area.

Another resident, Kim Bywater, said groups of people have been hanging around the riverside more over the summer, but she had never needed to call the police.

'They've left litter and sometimes play music quite loud but they have not been troublesome to the extent where you would call the police,' she said.

Another resident in The Moorings, Ken Hurst, said: 'I've not noticed any significant problems but I'm aware there is some casual drug taking and drinking.'

A sign on a lamppost next to where the men were pictured states the area is a no drinking zone, but several cans of beer have been left by the riverside wall.

But PC Adam Binns, from Bethel Street police station, said the incident was not part of a wider problem.

'We get sporadic calls relating to potential drug taking in that area but nothing recent and nothing consistent,' he said.

The latest figures from Norfolk police show drug offences fell in the county last year from 2,152 in 2015 to 1,891.

A police spokesman confirmed officers were called shortly after 9pm to reports of drug activity in The Moorings area on Saturday.

A 21-year-old man from Norwich has been charged in connection with possession of cannabis and will appear at Norwich Magistrates Court.
