THE Lothingland ward Norfolk County Council by-election has ended with the victory of Conservative Barry Stone.
The by-election followed on from the death of Conservative Gerry Cook and also saw independent John Cooper- who came to prominence campaigning for answers regarding the Outer Harbour- gain 418 votes.
Mr Stone is also a Great Yarmouth borough councillor. The number of votes are as follows:
