A man was taken to hospital after suffering a neck injury at City Hall on Tuesday.
It happened at about 2.50pm and the building's customer centre had to close early because of the incident.
A Norwich City Council spokesman said: 'On Tuesday afternoon an incident involving a member of the public resulted in our customer centre being closed early.'
