The decision comes after Hopkins Homes announced it is looking to build up to 270 homes on land off Ringsfield Road in Beccles.
Plans also include public open space, sustainable drainage measures and a children's play area.
East Suffolk Council has now issued a screening opinion concluding that, although the scheme falls within a category of development that must be assessed for potential environmental impacts, it is not likely to have significant effects on the environment.
In its decision notice, the authority said the development is "not likely to have significant effects on the environment" and therefore "an Environmental Impact Assessment is not required".
The proposed development would occupy an approximately 15-hectare site of farmland on the south-western edge of Beccles.
The decision notice acknowledged concerns about the loss of agricultural land and the impact of additional traffic, but concluded that potential effects could be addressed through the planning process.
