John Rowley has applied for permission in principle for nine self-build homes on land bordering the primary school at Gayton, near King's Lynn.
A planning statement says: "Self-build is one of the few routes still open to people who want to live in the village where they grew up, or near family who already do, or in the kind of small rural community that the wider housing market increasingly fails to serve."
Up to nine self-build plots could be made available to individuals looking to design and build their own homes.
The statement adds the says this would address a shortfall in the amount of self-build plots in West Norfolk.
A previous scheme for 50 homes on land including the current site was turned down and later rejected at appeal in 2019.
It was refused over concerns over its impact on the open character of the area and the setting of the nearby Grade I-listed St Nicholas Church.
A supporting statement for the current application says any harm to the church’s setting is “at the lower end of the less-than-substantial spectrum”.
