Police and council officials have met to discuss complaints that dozens of cars are blocking a footpath and cycle way by parking on a grass verge.
Locals say more than 80 vehicles have been parking on the verge opposite Yarmouth Stadium on Caister Road during stock car racing race nights, obstructing the route.
A spokesperson for Great Yarmouth Borough Council said it had met with Norfolk County Council and Norfolk Constabulary “to review the situation and explore a range of preventative and enforcement measures”.
They said partners were assessing several options and aimed to implement “the most effective solution at the earliest opportunity”.

They added that the council would continue to monitor the area and “take proportionate action where appropriate”.
"Whilst discussions are ongoing, we remain committed to addressing the issue and will continue to monitor the location and take proportionate action where appropriate," the spokesperson said.
Stock car racing takes place at the stadium on Sundays and Thursdays, and on‑site parking costs £2.

A spokesman for Yarmouth Stadium said: “There is plenty of parking at the stadium but some people don’t want to pay so they park on the verge.
“They used to get ticketed but they don’t anymore. But unfortunately there is nothing we can do about it, as it’s a public walkway," they added.
He also said that in the 1980s, when people parked on the verge, the traffic warden would come and ticket them all.
The spokesman added: "But that doesn’t happen any more."

Before 2004, parking enforcement was carried out by police. The Traffic Management Act transferred responsibility to councils.
Parking on a grass verge is not itself an offence unless it obstructs a public right of way, breaches a Traffic Regulation Order, or causes damage.
