Stanhoe Enterprises has applied to change the use of two acres of land off the Barwick Road at Barwick, near Docking.
"We have a fenced area that is currently used for grazing which we would like to instead use as a paid dog walking field," its application states.
"This is a secure space, which we believe will help reduce the number of dogs off lead around nearby livestock, on the beaches in ground nesting bird season and creates a space in the local community for individuals to not worry about being able to walk their dogs as they get older."
Pet owners will pre-book hourly sessions to use the field.
A planning statement says market research has shown it would be the nearest secure dog enclosure to the holiday destinations of Stanhoe, Burnham Market, Burnham Thorpe and the Creakes.
It adds: "The village of Stanhoe has a vibrant local population of dog owners, who are currently constrained to walking their dogs on roads or the few footpaths near the village."
