An urban explorer was detained by police at the Anglia Square demolition site while searching for evidence of asbestos.
The man, who operates under a pseudonym, told the BBC he had been trying to take a sample from the remains of the structure which he believed may contain the hazardous material.
Earlier this month, he posted footage online appearing to show pipework in the former Hollywood Cinema which had warning signs about the presence of asbestos.
The images - which were published in this newspaper - saw work at the site stopped as a precaution.
However, the council, which is overseeing the demolition, said they had taken samples and found no evidence of asbestos.
The explorer went on to the site again on Thursday evening but security staff at the site called police to report the presence of an intruder.
A police spokeswoman said: "Officers attended the scene and a man was detained and searched.
"Nothing was found during the search and the man was given words of advice and told not to return to the site."
Speaking to the BBC, the man said: "I was trying to get a sample to get it tested by myself, because I don't trust the council.
"They took my sample off me, which was sealed in a jar, and handed it to the site manager."
Locals have voiced concerns about whether there might be asbestos on the site.
Dramatic photographs have shown surrounding streets filled with dust as a result of the demolition work.
Asbestos is considered highly dangerous if breathed in, as it can lead to deadly conditions.
Norwich City Council has insisted the site has been thoroughly checked and any asbestos safely removed.
