There was a large police presence in the centre of Norwich this afternoon.
Five police vehicles were seen close to John Lewis and the Ciscoe's restaurant in Ber Street just before 2pm today.
An eyewitness said he saw two police cars come out of the John Lewis car park and other cars had their blue lights on.
A spokeswoman for Norfolk Police said: "Police were called to Ber Street, Norwich, at 1.56pm following reports of a man acting aggressively outside of a business premises.
"A man, aged in his 40s, was arrested on suspicion of a Sec 4 public order offence and assault of an emergency worker.
"He has been taken to Wymondham Police Investigation Centre for questioning, where he remains."
