The owner of a historic house has been told he can't convert its cellar into a TV room and bar.

David Jervis applied to Breckland Council to convert the basement of Grade II-listed Shropham House, at Shropham.

But the plan, which also included a bar, involved waterproofing walls before they are plastered.

And the council's historic buildings consultant said that could force moisture upwards into its walls.

A planning officer's report recommended refusal because the plans "could potentially harm the historic fabric of the listed building".

The two-storey house, which stands on Watton Road, was built in the early 19th Century from gault and flint, with slate roofs.

The planning officer's report adds: "National policy states that when considering the impact of a proposed development on the significance of a designated heritage asset, great weight should be given to the asset's conservation."
