West Norfolk Council has voted unanimously to oppose plans for an incinerator at King's Lynn.
The authority is urging communities secretary Eric Pickles to call in the scheme so an independent inspector can have the final say.
Members previously objected to the 'energy from waste' plant in July last year and reiterated their stance at a meeting this morning (Monday), despite new information submitted by the applicant.
Councillor Vivienne Spikings, chairman of the planning committee, said: 'I would urge Eric Pickles to call this in. We are merely consultees, but we are your voice. We have listened and I hope someone takes notice.'
Anglo-US firm Cory Wheelabrator still needs planning permission for the scheme and the borough council fears Norfolk County Council is not impartial.
But bosses at County Hall say a call-in has already been ruled out by the government.
