Broadland District Council is to discuss the possibility of merging management teams with another local authority later this week.
As previously reported, Broadland is exploring the idea of sharing services and staff with South Norfolk Council.
Chief executives of the two councils have drafted a report which will go before members on Thursday, September 21, at an extraordinary council meeting.
In the nine-page report, officers state: 'Broadland and South Norfolk have similar geographies, demographics and economics. The two councils already work together on a significant number of areas.
'Although cost savings are a potential outcome of working more closely together, the proposal is not purely financially motivated.'
Members of the public are invited to attend the council meeting, which takes place at 7pm at Thorpe Lodge on Yarmouth Road, Thorpe St Andrew.
