The winning entry, built by the May and Cox families, depicted a swimmer being eaten by a shark, with the words: 'I should have gone to Cromer' spelled out in pebbles.
Carnival chairman Stuart McClean said organisers had been disappointed by the poor weather, but were pleased local families and holidaymakers had turned out to support the event.
He added: 'Unfortunately, we also had to contend with bad weather on crowning day, which will hit us financially, but, this is Great Britain, I have nothing but praise for our incredible team and, and people still seem to be having a fantastic time.'
