Mourinho's men needed a replay to get past Southampton in the previous round, with Spurs coming from behind to conquer Ralph Hassenhuttl's side 3-2.
City could be without top scorer Teemu Pukki, who was labelled as a 'major doubt' by Farke. Alex Tettey could also miss the game through illness.
The Canaries were narrowly beaten 2-1 by Spurs in January, when Heung Min Son profited from a wicked deflection off Christoph Zimmermann to restore the lead for the hosts after Pukki converted a penalty.
9,000 supporters will occupy the away end, the club's biggest travelling contingent since the Play-Off final 2015.
