The proposal, which has brought fierce objection from locals, will go before councillors at the district development control committee next Thursday.
If approved, two flats and 14 two and three storey homes will be built on land off Meadow Close.
Holt Town Council has objected to the plan, saying that it represents an overdevelopment of the site, while the Holt Society has raised further concerns that the development would create extra traffic.
A further six letters of objection, one of which was signed by nine people, have also been submitted to council planners.
