Recently I saw a whole floor of empty disabled spaces at Riverside with long queues waiting for spaces. Why would disabled drivers pay when they can park almost anywhere on the road for free? Harry Hornsby, Norwich.

Firstly, can I point out that disabled drivers cannot park just anywhere (as he suggests) on the road for free. Most disabled drivers stop off on the road to off-load (drop off) and anyway if they were to park on the road it would have to be for a short period only and they would have to present their blue bade.

I am guessing Mr Hornsby paid a visit to Riverside car park before 9.30am (when disabled people can't use their pass) or perhaps after 4.30pm, when the city becomes like Piccadilly Circus.
