The application - for 69 homes in Heacham, near Hunstanton - has been approved by councillors from West Norfolk Council.
Councillors from the planning committee visited the Cheney Hill site today, and decided the application should the go-head.
Infrastructure is also included in plans for the 3.5 hectare site, which is currently farmland.
The vote to postpone their decision on Monday came amid concerns over traffic at the access point at the foot of the hill.
