Phil Cutter, landlord at the Murderers in Timberhill, Norwich, said that England's early exit affected trade.
But he added that many of the matches at his pub had been watched by Spanish, Dutch, Greek and German fans.
He said: 'I think it's been a really good World Cup football-wise. But England losing the first two games meant they were already out by the time the third game came round, which was a washout at the pub. But we've had a good turnout of other Europeans at the matches.
'It's amazing how cosmopolitan a place Norwich is. The Spain versus Holland game was especially packed in the pub.'
