Stuart Webber insists reports he has bolstered Norwich City's recruitment set-up with the appointments of Chris Badlan and Kieran Scott are wide of the mark.

Webber worked with the duo at Wolves but there has been no official confirmation from the Canaries the pair are poised to become heads of UK recruitment and European scouting.

The 33-year-old sanctioned the departures of Ricky Martin, Tony Spearing and Lee Darnbrough last month, who were key figures in the recruitment structure under previous manager Alex Neil.

'We haven't made any appointments there yet,' said Webber. 'It was a rumour that gained traction when it was put out on a twitter account supposedly connected to Wolves academy. Then the whole world jumps on it. I don't understand that. As a recruitment department we know we need to do better as a club. I would look a bit silly if I said anything different. Will we make appointments? Of course we will. I know those two guys and it is an easy link. We might look to try and do something but not yet.

'I think the club felt the recruitment side wasn't working as it should. I have been asked, 'Am I ruthless?' I probably appear that but I am the guy who has come in and picked up a lot of decisions that more or less have been made before I arrived. Unfortunately I am the fella who has to go around firing the gun. That is fine, that is my job. That is what I am paid to do. The conclusion regarding many decisions had been made but, to be honest, I did feel I needed to change that area.'

Accountability is a key facet of Webber's philosophy.

'You need people who will make decisions and who will be accountable. Whether working in the canteen or the ticket office,' he said. 'I am a huge believer in people must have a clear direction so you can judge them on that. Otherwise people can sit on the fence and for us to get better as a club we have to have people with the strength of their convictions. We have to create that environment. In terms of recruitment if I have a head of domestic and head of Europe then there is not that crossover where things can get missed in the middle.'
