Martin was given 26 minutes and Jarvis just nine as England suffered a defeat which will make qualification difficult, especially after Holland's win against the Czech Republic.
Ipswich striker Danny Haynes missed three chances to put England on the scoresheet.
It now remains to be seen whether team manager Brian Eastick will give either of the Canaries stars a start when England face Holland at Coventry on Thursday.
England's final qualifying game will be against the Czech Republic on Sunday.
The finals are due to take place in Austria later this summer.
