The 28-year-old's move north went through yesterday, although not in time for him to play in Dunfermline's Scottish First Division match at Livingston yesterday afternoon, which ended in a 1-1 draw.
Pars boss Stephen Kenney had to move quickly after losing Roddy McKenzie to injury in the early stages of last Thursday's UEFA Cup tie at home to Hacken.
Sean Murdoch replaced him but marred his debut when his mistake allowed the Swedes to grab an equaliser.
Gallacher, who joined City from Dundee United three years ago, has had a chequered career at Carrow Road, where he was understudy to Robert Green but then failed to hold down a regular first team place when the former Canaries number one moved on to West Ham at the start of last season.

He was one of five keepers used by City last season, when he made 30 of his 34 City league and cup starts, but when manager Peter Grant brought in David Marshall and Matty Gilks in the summer it was clear his future was uncertain.
Gallacher's contract expires next June.
