Carabao Cup ties will now go straight to penalties if the scores are level after 90 minutes, with extra-time removed from the competition from next season.
The move is one of a number of changes made to the competition, ahead of the 2018/19 campaign.
The EFL say withdrawing the additional 30 minutes of play would directly address any additional fatigue issues that are occasionally caused when the midweek ties go beyond the traditional 90-minute period.
Tied games will now go straight to penalties, with the format of those spot kicks reverting back to the traditional format after ABBA was trialled throughout last season.
Seedings have also been removed from rounds one and two, leaving an open draw in which Championship sides can go head-to-head in the opening round. The first round will remain regionalised into north and south sections, though.
The EFL also confirmed that VAR can be used in next season’s competition at all fixtures played at a Premier League stadium.
First round matches will be played week-commencing August 13.
