CONSULTATION NOTICE NORTH NORFOLK DISTRICT COUNCIL THE NORTH NORFOLK DISTRICT COUNCIL (OFF-STREET PARKING PLACES) AND CIVIL ENFORCEMENT ORDER 2022

The North Norfolk District Council (hereinafter referred to as “the Council”) in accordance with The Local Authorities’ Traffic Orders Regulations 1996 and all other Statutory enabling powers HEREBY GIVES NOTICE that the Council proposes to make an Order entitled the North Norfolk District Council (Off-Street Parking Places) and Civil Enforcement Order 2022 (hereinafter referred to as “the 2022 Parking Places Order”)

The effect of the 2022 Parking Places Order will be as follows:-

1. (i) From 1st July 2022 revoke all previous Off-Street Parking Places Orders (hereinafter together referred to as ‘the previous Off-Street Parking Places Orders”) made by the Council including the North Norfolk District Council (Off-Street Parking Places) Order 2012 as amended and varied and the North Norfolk District Council (Civil Enforcement Off-Street Parking Places) Consolidation Order 2011.

(ii) From 1st July 2022 to re-enact the provisions of the previous Off-Street Parking Places Order (and variations) subject to any amendments as described in paragraphs 2-10 below and more particularly as set out in the 2022 Parking Places Order schedule

2. . In connection with the use by all classes of vehicles, excluding coaches, of the Off-Street Parking Places listed below, namely classified as RESORT car parks.

  • Cadogan Road, Cromer
  • The Meadows, Cromer
  • The Promenade (Blue Badge parking), Cromer
  • Albert Street, Holt
  • Station Yard, Holt
  • Station Approach, Sheringham
  • Morris Street, Sheringham
  • Staithe Street, Wells-next-the-Sea

to levy the following charges on all days:

i. For parking between 8.00 am and 6.00 pm, not exceeding thirty minutes 60 pence.

ii. For parking between 8.00 am and 6.00 pm exceeding thirty minutes but not exceeding one hour £1.80 and for each subsequent hour or part hour £1.20

iii. For parking for up to 24 hours £8.50 iv For parking up to 7 days £34.00 transferable between all other NNDC pay and display car parks.

3. In connection with the use by all classes of vehicles (excluding coaches) of the Off-Street Parking Places listed below, namely, classified as STANDARD car parks:

  • Bridge Street, Fakenham 
  • Highfield Road, Fakenham
  • Community Centre, Fakenham
  • Queens Road, Fakenham
  • The Limes, Fakenham 
  • Bank Loke, North Walsham
  • Mundesley Road, North Walsham
  • New Road, North Walsham
  • Vicarage Street, North Walsham
  • High Street, Stalham
  • NNDC Office car park, Cromer (NB: Public use and charges apply at weekends and bank holidays only )

to levy the following charges on all days:

i. For parking between 8.00 am and 6.00 pm not exceeding thirty minutes 50 pence

ii. For parking between 8.00 am and 6.00 pm exceeding thirty minutes but not exceeding two hours £1.20 and for each subsequent hour or part of an hour 80 pence

iii. For parking for up to 24 hours £6 iv. For parking, for up to 7 days £26.00 is transferable between all other NNDC pay and display car parks.

4. In connection with use by all classes of vehicles, excluding coaches, of the Off-Street Parking Places listed below, namely classified as COASTAL car parks: #

  • Beach Road, Bacton
  • Runton Road, Cromer
  • Beach Road, East Runton
  • Cart Gap, Happisburgh
  • Beach Road, Mundesley
  • Pauls Lane, Overstrand
  • Clink Road, Sea Palling
  • East Cliff, Sheringham
  • Chequers, Sheringham
  • Stearman’s Yard, Wells-next-the-Sea
  • Beach Road, Weybourne

to levy the following charges on all days:

i. For parking between 8.00 am and 6.00 pm not exceeding thirty minutes 60 pence

ii. For parking between 8.00 am and 6.00 pm exceeding thirty minutes £1.80 pence for each hour or part thereof

iii. £8.50 for a 24-hour ticket IV. For parking, for up to 7 days, £34.00 is transferable between all other NNDC pay and display car parks.

5. In connection with the use by Coaches of the Off-Street Parking Places listed below, namely:

  • Cadogan Road, Cromer
  • Vicarage Street, North Walsham
  • The Limes, Fakenham
  • Station Approach, Sheringham
  • Clink Road, Sea Palling

to levy the following charges on all days:

(i) For parking for up to four hours £6

(ii) For parking for up to 24 hours £12.

6. In connection with the use of the Off-Street Parking Place at Holt Country Park, Holt by all classes of permitted vehicles to levy a charge for parking of £2.30 pence per day. 7. In connection with the change of designation of;

  • Station Approach car park, Sheringham from a ‘Coastal’ Designation to a ‘Resort’ designation.
  • Chequers car park, Sheringham from ‘Resort’ designation to ‘Coastal’ designation. (see schedule)

All the above Off-Street Parking Places are situated in the County of Norfolk. It is intended that the proposals will come into effect on 1st July 2022. The above proposals shall be made by the North Norfolk District Council (Off-Street Parking Places) and Civil Enforcement Order 2022. The following documents, namely:

1) A copy of the 2022 Parking Places Order as drafted.

2) A copy of the car park order schedule

3) A statement setting out the Council’s reasons for proposing to make the 2022 Parking Places Consolidation Order, and

4) The Maps attached to the 2022 Parking Places Order 5) A copy of the North Norfolk District Council (Off-Street Parking Places) Consolidation Order 2012 as amended and varied.

Public Consultation

If any person wishes to make representation regarding the proposals, the objection/comment, with the grounds for making it, should be made in writing to the undersigned not later than 18 May 2022.

The full order, schedule and plans can be viewed online (as below web address) or in-person at the Council Offices, Holt Road, Cromer or Fakenham Connect, Oak Street, Fakenham, during normal office hours.
