Emma Sims walked into her hotel for the night on Wednesday, March 29 at 8pm.
By 8.08pm she had left, emailing a complaint to the hotel's owners as she walked out.
Miss Sims, 22, from Aylsham, and her boyfriend had paid £30 for a room at the MJB Beeches hotel in Earlham Road, Norwich.
Despite the numerous poor reviews on TripAdvisor about the hotel, they booked up after finding it on Booking.com.
Previous investigations by this newspaper found neighbours had complained to police about prostitution and drug-taking at an MJB Hotel in Unthank Road.
The photos on the Booking.com website for The Beeches show a clean, light, airy room.
Miss Sims said the room she was given was anything but.
'I knew it wasn't going to be great, but I didn't think it would be such a state that you couldn't even stay there,' she said.
She claimed there were hairs on the bed, dirt on the table and bath, the towels were old and there was very little toilet roll.
'When I went in it was pitch black, we put a code in to get into our room. The windows were boarded up and there were no curtains. It smelt musty, I first thought, 'it's only £30'.
'But there was dirt and dust on the table and bath, the bedsheets didn't look very clean. We left straight away.'
Miss Sims promptly emailed MJB soon after 8pm asking for a refund and stating she had left the hotel.
They replied the next day stating when they inspected the room it had been used so they were not able to offer a refund.
'The bed was messy and there was rubbish in the bin,' the hotel said.
She complained again. MJB replied: 'There will be no refund. We have photographic evidence that the room was clean.'
She then complained to Booking.com, especially about the photos on the advert being so different from the reality of the room.
In response Booking.com forwarded her MJB's previous reply to her stating the room had been used and was clean so there would be no refund.
After being contacted by this newspaper, Booking.com said they would be offering a refund.
A spokesman said: 'We strongly encourage travellers to read the reviews from recent guests to get an authentic picture of the real guest experience at each accommodation.'
MJB Hotels has been contacted for comment.
