Sections of promenade at Sheringham and Mundesley are likely to be closed for some time, after suffering the worst damage in last week's storms and flooding.
Large chunks of the west proms are missing after the battering, which also hit the west end of Cromer's seafront the hardest too, due to the direction of the wind.
A temporary walkway has been installed at Sheringham to give crew access to the lifeboat station, but North Norfolk District Council spokesman Peter Battrick said the worst affected areas could be shut for a long time.
The council had been working hard to get the priority areas back into action.
They included Cromer Pier, where the Christmas show will resume on Thursday afternoon, after sterling work by decking contractors to repair holes in the wooden flooring.
Debris was being cleared off the prom, and a repaired walkway prepared for public access along the least damaged side of the pier. There was no significant structural damage, he added.
'Cromer pier is iconic. Getting it up and running again is a sign of resilience, but it is also a working theatre and we don't want to disappoint people who have booked tickets,' said Mr Battrick.
Seafront parapets had been smashed, but they were not part of the sea defences.
Privately-owned beach huts were mostly reduced to 'matchsticks', and council-owned chalets badly damaged, but were not an immediate priority.
Talks were under way with owners of amusement arcades and cafés along the seafronts.

?Sheringham - west promenade currently closed off and beyond March Arch RNLI access only. East promenade now open, but some sections fenced-off for safety reasons

?Cromer - the prom from the pier to the Melbourne slope should be open later this week. It hoped to reopen the Rocket House on Tuesday after repairs.

?Happisburgh - cliff slippage close to the end of Beach Road and caravan site. Some damage to the pedestrian ramp to the beach
Mr Battrick added: 'NNDC teams have been working over the weekend to assess the damage and start the clear-up where they can.
'This was a major event and it will take a great deal of time and effort to undertake the necessary repairs. We hope that you will be patient as we go about that work.'
