The Department for Work and Pension's Norwich office re-opened on Wednesday after the body of an employee was found in the city centre building on Tuesday morning.
The body of the man, thought to be in his 50s, was found at 7.15am at Baltic House in Mountergate, near King Street.
A DWP spokesman has confirmed the man was a DWP employee.
The DWP spokesman said: 'Regrettably, we can confirm that a member of staff was found dead at DWP premises in Norwich.
'We would like to extend our condolence to the family at this sad time.
Police have said they are not treating the death as suspicious and that it has been referred to the coroner.
Inspector Tony Abigail, who is based at Bethel Street police station in Norwich, said: 'A man who we believe to be an employee was found dead in the toilets. There are no suspicious circumstances at this stage. We believe he was in his early 50s.'
Inspector Abigail said he was not certain when the man died.
Four police cars and an ambulance were outside the building in Mountergate on Tuesday morning. The ambulance left shortly before 9am and officers from Norfolk police's crime scene investigation arrived soon after.
