There are long queues along Great Yarmouth's South Quay after a set of traffic lights got stuck on red.
A spokesman for Norfolk County Council said: 'The traffic lights situated at Haven Bridge, South Quay are not fully operational following a recent elevation of the bridge.
The lights could not be overridden remotely and the Port Authority and a traffic signals engineer is en route to repair the fault.'
