Plans for a plastics recycling operation at a quarry are being opposed by district council officers as they believe it would be in the wrong place.
Hardingham Farms wants to change the use of land at Reymerston Quarry, near Dereham, as mineral extraction has now finished and instead have a steel-framed building to recycle plastics.
Norfolk County Council will have the final say on the scheme, but Breckland Council has been asked for its views and the development control committee will discuss the scheme next Monday.
Planning officers said the site was in the important Blackwater Valley and they believed a recycling centre was not suitable there. They are recommending refusal.
Three residents have objected on grounds of noise and disturbance.
