Norfolk councils set to name first joint managing director, with salary of up to £160,000

The new top officer who looks set to head up two Norfolk councils, with a salary of about £160,000 has been announced.
Trevor Holden is due to be named as the first joint managing director of Broadland and South Norfolk Council at an extraordinary meeting of the two authorities this week.
Mr Holden is a familiar face in local government circles in Norfolk, having previously served as chief executive of Breckland Council from 2007 to 2010 and again for a stint as interim shared chief executive for Breckland and South Holland.
Norfolk born and bred, he went to Wymondham High School. After a short spell at Lotus cars, he joined the RAF, where he achieved the rank of wing commander.
He is currently the chief executive at Luton Borough Council and, subject to approval at the formal meeting at the meeting of both councils at County Hall on Thursday night, he will take up the new post in the New Year.
It will mean the departures of the current chief executives of the two councils - Phil Kirby at Broadland and Sandra Dinneen at South Norfolk.
The new appointment will mark the start of more collaboration between the two councils, which will see the creation of joint officer team, although the councils, which serve 260,000 residents, will remain autonomous.
Council bosses say that could save about £8.6m over five years.

“Trevor has an incredible track record and we believe he is the ideal person to deliver first-class services for us in a forward-looking environment.
“He is in every way what we need to lead this historic collaboration as we work ambitiously to bring greater prosperity to our combined area.”
John Fuller, leader of South Norfolk Council, said: “We have worked with Trevor in the past and he knows both councils and the area well.
“A dynamic local economy needs an energetic managing director to drive it forward. These attributes, combined with a strong belief a council should be there to support residents at all stages of their lives made Trevor the panel’s choice.”
