Four apartment blocks comprising 41 new homes could be built on a section of former railway cutting in Fakenham.
Outline planning permission is being sought for the development on land north of Great Eastern Way for Eprojem Property Investment Management Ltd.
A planning statement submitted to North Norfolk District Council states: "Anti-social behaviour and fly-tipping has historically been a problem on the application site, and also in the adjacent section of the cutting owned by the town council.
"Fencing was introduced as a short term deterrent, however this was not a successful solution and damage was subsequently caused to the fencing itself."
The site is about 36 metres wide and 170 metres long and has steep banks that vary from 6m to 10.5m high.
It continues: "The site is well related to existing development and located close to the public footpaths that provide connection with the town centre and other key facilities."
