Police were called in to assist after a man required medical attention in Golden Ball Street, Norwich.
An ambulance and response vehicle were parked on the side of the road at 3pm today along with two police vehicles.
Both lanes were open and traffic was flowing, although very slowly, past the scene.
But police officers said the incident was not to blame for the snarl-ups, which they said had been occurring across the city centre today (Wednesday, April 12).
