Owners have begun moving in to newly built homes in the village of Mileham, near Dereham.
The 11-house scheme has been overseen by Breckland Bridge, a joint venture partnership between Breckland Council and developers, The Land Group.
The development is made up of four affordable shared ownership houses, one detached house and six semi-detached houses.
David Winch, director of The Land Group, said: 'It is great to be able to hand over the keys to Jayne Willoughby and Tom Butler, the very first proud house owner at our Mileham scheme and we wish them all the best for the future in this quiet village in Norfolk.
'There is encouraging movement towards further people moving in shortly, thus satisfying housing needs for the local community. We are also working with the Council on plans for additional housing developments in the district.'
