A new one-way system could be brought into force on residential streets in Hunstanton.
Crescent Road and Hill Street could be made one way streets to help cope with extra traffic from a new housing development.
The revelation came as officials met residents from Alexandra Road in the town to discuss plans for the homes.
People living along the un-made road, off Crescent Road, fear it could become the access for a proposed development on an area of land known locally as the Sheep Field.
West Norfolk council wants to build 30 affordable properties on the site next to the cemetery.
After an open session for anyone wishing to register an interest in one of the new homes on Thursday, council officers met privately with people living nearby to discuss their concerns over access.
'They told us Alexandra Road was their preferred access,' one resident who attended the meeting said. 'They said they thought that we would be OK with this, because people living along it want the road to be made up. We don't want the road to be made up.
'We asked them about the extra traffic not only down our road but along Crescent Road and Melton Drive. They said one thing they were considering was making them one way.'
West Norfolk council said after the meeting: 'Council officers met with around half of the residents of Alexandra Road, to hear their views on the road being made the main access to the Sheep Field development. This is part of a process of collating the views of everyone who has an interest in the development, including for example the town council, who feel that the road being made up would be another benefit of the development.
'All these views will be considered by borough council officers and the portfolio holder for development. This process will take up to a month, and then council officers will contact the residents of Alexandra Road to advise them of the outcome.
'It was suggested at the consultation that Hill Street and Crescent Road could be made one-way streets, and borough council officers have asked Norfolk County Council to consider this.'
More than 170 people signed a petition calling for the new development to be accessed via a roundabout on the access road to Tesco, off Southend Road.
It was presented to Hunstanton Town Council last month. Mayor Adrian Winnington said residents' concerns would be passed on to West Norfolk council.
A formal planning application has not yet been drawn up for the Sheep Field.
