Two fire crews were called shortly after 10pm on Saturday to a fire in a flat on South Quay. They used breathing apparatus and hoses and the blaze was under control within about fifteen minutes.
Crews returned to the same flat at 12.40am to deal with another fire inside. A Norfolk police spokesman confirmed that a man had been arrested. He said no-one had been injured and nothing else damaged.
