Police were called to the scene at 12.08pm to divert traffic and were on the scene 12 minutes later.
Motorists have said they were stuck in traffic for over an hour on Southtown Road.
A spokesman for the Highways Department said the lights were stuck on a stage and were fixed remotely and should be working now.
