Independent candidate Terence Parish has been elected the new West Norfolk borough councillor for Heacham ward.
Yesterday's by-election was held following the resignation of Peter Colvin earlier in the year.
The number of votes cast at the polling station was 591 and there were also 473 postal votes included in the total count of 1,064 votes, a percentage turnout of 26.27pc.
The votes were allocated as follows: Robert Colwell, Liberal Democrats 83, Simon Eyre, Conservative Party 342, Deborah Lemay, UK Independence Party 83, Terence Parish, Independent 400, Michael Press, Independent 79, and Edward Robb, Labour 74.
