Pierre Butikofer won a by-election for the Astley ward, called after the resignation of former councillor Steven Ward.
He polled 309 votes, beating Conservative Jo Copplestone (198 votes), UKIP's David Ramsbotham (133), Green Mandy Huntridge (81) and Labour's Callum Ringer (51).
Mr Butikofer said: 'I would like to say a huge heartfelt 'thank you' to all of the people of the Astley Ward who were so friendly and welcoming during the election campaign.
'It will be a great privilege to be your voice at North Norfolk District Council.'
The council now has 31 Conservatives, 16 Liberal Democrats and one Independent Conservative.
