Councillors approved plans to build 113 new homes on the site of a former school.
The decision on whether to build the houses on the former Claydon High School site in Beccles Road, Gorleston had been deferred from July after concerns about surface water flooding at the site and drainage.
The planning committee asked for further details from Anglian Water and they said they were satisfied with the developers' plans drainage at the site.
