Police were on patrol when a car made off from them before crashing into a tree in Gressenhall.
The BMW hit the tree on Chapel Lane at around 10.10pm last night and the ambulance service treated a 23-year-old passenger for a leg injury. The man was then arrested in connection with the incident.
A 29-year-old man was found after a police helicopter searched the area and he was also arrested.
Anyone who witnessed the incident is asked to contact Norfolk Police on 101.
